Common verification without common government
Governance is proliferating
AI systems can be subject to law, regulation, technical standards, procurement terms, contracts, professional duties, organizational policy, and voluntary frameworks at the same time.
These sources differ legitimately. The problem is not their plurality. The problem is that each institution must repeatedly translate them into operational conditions, evidence requests, verification procedures, and defensible decisions.
Operational capacity is uneven
Well-resourced institutions can hire legal, technical, scientific, audit, security, and domain specialists. Smaller organizations, public bodies, civil-society groups, and affected communities often cannot.
If the last mile remains bespoke, governance quality depends too heavily on institutional wealth and vendor access.
HEART creates reusable operationalization
HEART gives each verification object the same traceable shape:

The source remains authoritative. HEART makes its operationalization explicit, reviewable, reusable, and easier to challenge.
HEART preserves pluralism
Profiles carry source, domain, deployment, regional, and modality context without silently changing the stable core. A local law remains local law. A domain-science claim remains bounded by its evidence. A deployment-specific choice does not become a universal requirement.
Evidence disciplines trust claims
Trust claims are easy to market and difficult to evaluate. HEART requires material claims to identify the evidence, provenance, scope, time, uncertainty, method, and authority supporting them.
Insufficient evidence produces an indeterminate result, not a reputation-based pass.
Public-interest stewardship matters
Operationalization can become a proprietary choke point even when the underlying law or standard is public. The Foundation’s role is to steward a common grammar, transparent standards process, public methods, and anti-capture boundaries so no vendor, funder, credential volume, or related party purchases governance authority.
HEART must reduce complexity
HEART succeeds only if it makes valid governance work clearer, more portable, and less duplicative. It must reuse sufficient evidence, select the minimum-sufficient method and verifier, and retire Foundation-created machinery that adds cost without improving the claim.
The public-value test is practical: can a first-time institutional user understand the requirement, evidence, rule, result, and limits without learning the Foundation’s entire research portfolio?
