Money may support HEART’s public mission; it may not purchase standards authority, favorable assessment, credential status, or related-party advantage. Fiscal independence is a governance control, not a funding slogan.

Revenue and outcome separation

Fees, grants, donations, memberships, sponsorships, credential volume, renewal, referrals, market products, and investment interests must not depend on a favorable finding, rule, tier, or status.

Standards change, evaluation, technical review, certification decision, appeals, and Registry status require conflict-free authority and records regardless of who funded the surrounding work.

HeartCore and other related parties receive no subsidy from restricted public assets and no preferential access, pricing, scope, timing, method, Profile, review, decision, credential, Registry treatment, or public endorsement.

Planning claims

Financial projections are planning scenarios, not guarantees. The current Pro Forma begins from the recorded transaction evidence available at refoundation and does not assume named funders, universal certification demand, investor returns, or HVC/Guardian market growth.

Public-support and tax boundary

Public-charity status, deductibility, public-support tests, unrelated-business treatment, and reporting depend on applicable law and current facts. The website does not convert projections or organizational intent into an IRS determination.
