Heart AI Foundation Charter

Charter v3.0 governs the Heart AI Foundation as the public-interest steward of HEART. It binds the institution without freezing any current method, instrument, credential, profession, or technical architecture into constitutional permanence.

Institutional north star

Centralize constitutional authority, standards integrity, and shared public goods. Decentralize implementation, assessment labor, regional operations, and commercial services. Preserve pluralism while making governance interoperable.

Core functions

The Charter authorizes stewardship of the Seven Axioms and Standard, transparent standards development, Profiles, conformity schemes, professional standards, credentials, registries, federation, public research, methods, education, and institutional continuity.

Every function remains subject to scope, delegation, competence, independence, evidence, conflict, fiscal, and public-record requirements.

Limits

The Foundation does not own external governance authority, replace democratic or legal institutions, confer accreditation it does not hold, or make its full portfolio mandatory.

Technical methods remain testable, replaceable, and capable of retirement. Commercial implementations have no constitutional status.

Supersession

Charter v3.0 supersedes Charter v2.4 effective August 15, 2026. Historical material remains preserved and should not be silently rewritten as if it contained v3.0 architecture.
