The Foundation's public stack includes the HEART Standard, GTE, MAP-States, Behavioral Oracle, HVC, and the Guardian certification model.

Why Now

Regulation, procurement, and insurance are moving from AI governance promises to evidence requirements. Model velocity makes model-level certification brittle. HEART's governance-system scope, GTE trust boundary, and forensic evidence discipline are designed for that reality.

Public / Commercial Boundary

The Foundation maintains public-interest standards and forensic audit infrastructure. HeartCore Ventures, Dwell, EMPI House, and related commercial/reference implementations remain structurally separate and may interact with the Foundation only through open infrastructure reuse, external deployer certification, or properly governed research-data contribution.

Defined Terms
